This rumor has finally been confirmed, but they will be touring with Weezer this summer.

Tom Delonge and Weezer must have become friends at some point. I thought it was an odd match when Angels & Airwaves toured with Weezer last year (at the Chicago show it was pretty clear the most of the fans were there to see one or the other).
