PSU's offense is a juggernaut against inconsistent or flat out average/poor defenses. I have no doubt that they'd beat Boise worse than Iowa would.

I don't think either matter that much. What matters is they are both 10-2, will be ranked in the top 14 in the BCS, and will bring a ton of fans to any BCS bowl. Any of the bowls would love to have either team, considering they may also be forced to take a team like Cincy, TCU or Boise.

The teams will end up being picked for economical reasons. I think the Fiesta would favor Iowa and the Orange would favor PSU. Obviously both can't happen so its Fiesta or Cap One for Iowa. It comes down to: A) does Okie State go 10-2 and B) does the Fiesta feel obligated to take them because of their Big 12 tie.
