If you look at his individual performance, going from an adj yards/attempt of 6.2 to 7.5+, or a QB rating of 119 to ~140 would put him at around a top 40 QB. He doesn't need to be great, just improve.

Looking at the game log last year, the last two games were huge for Petras. Midway through the season, he was having unquestionably the worst season of any QB under Ferentz at Iowa:



In fairness, he didn't get 2-3 tuneup games against bumfuck state to pad his stats, and saying that he improved to the level of only being the third worst QB under Ferentz is damning with pretty faint praise, but still it was looking pretty bleak there.
