I'm guessing that a combination of A) teams being full and not wanting to sign these guys due to team chemistry, B) uncertainty that they won't be declared ineligible at some point, C) players going to wait a month or so into the season and see which teams suffer a major injury or the player wants to see who contenders are going to be.

Sort of what happened with that Robert Morris PG that USC signed a month into last season.
