Not really, it's like the NBA 0.3 second rule. The other team couldn't reasonably run their guys up, get set and snap it in 1 second so they aren't going to do them a favor.

Right. The players have to be set for at least a second before they can snap the ball, so if they blow the whistle to make it a live ball the clock would have expired. The refs explanation was hilarious though. He was prepared for the boos and immediately went to ‘now listen here you fuckers the game is over.

Big 12 refs notoriously suck. One thing I noticed on long pass plays is they run down the sideline looking away from the play so they miss any contact. The Iowa State TD, there was a pretty obvious hold by the receiver that allowed their running back to get around the edge, the ref wasn’t even looking at it because he was trying to get to the pylon without tripping.
