They were taking a flier because they're desperate for bodies at WR, and they didn't realize his arrival was going to get delayed so long while they waited to get a transcript or whatever happened. I doubt the plan was for him to miss basically the entire off-season. Once the season starts its hard to work a totally new guy in, especially one who probably only had to run like two routes at his past school.
